About Ralph Rushing

An accomplished finance professional, Refel Rushing possesses a diverse background in educational financing. The former President and CEO of LoanSTAR Funding Group, Refel Rushing assumed responsibility for managing the company’s student loan assets, which totaled over $1 billion. An integral member of the LoanSTAR Funding Group team, Refel Rushing developed business strategies and formed new business alliances, ensuring that the company met the highest standards of the industry. In addition to his work with LoanSTAR Funding Group, Refel Rushing served as the Director of the Greater Texas Foundation, an organization that aims to broaden educational opportunities for students throughout Texas. In his role as Director, Refel Rushing channeled scholarship funds into colleges and universities, many of which went to underprivileged students. Today, Refel Rushing maintains involvement in the Greater Texas Foundation as a Board Member, where he serves on the Charitable Activities Committee, Investment Committee, and Student Loan Committee. Since beginning his career in finance in 1972, Refel Rushing has affected a variety of changes in the way the State of Texas distributes its scholarship money. In the seventies, Refel Rushing co-developed an innovative model to provide financing to federally insured student loans, resulting in various changes to the Texas Education and the IRS, as well as the release of billions of dollars in bonds. Refel Rushing has also been behind the creation of higher education authorities in California, Arizona, and Missouri. In 2002, Texas Governor Rick Perry singled Refel Rushing out for special recognition for his considerable contributions to the financial aid sector in Texas.
